3. I have also to point out that the principle of enlisting a limited number of Chinese for this purpose has been assented to by the Government in the letter of His Excellency the Governor No. 34G dated 5th April, 1888.

4. It is, however, necessary that the men should be British subjects, and I therefore submit that such men as may be selected for enlistment should be required to state in answer to a 3 of the attestation paper that they are willing to become British subjects, and that after final approval by His Excellency the Major-General Commanding an act of naturalization should be passed in the usual way.

5. I understand that in the Police a guarantee of good behaviour is required to be given for each man by some responsible person in the Colony, and that it would seem desirable to make a similar arrangement in the present case.
